Christopher Ward, the executive director of the Port Authority of New York and New Jersey, has admitted that the World Trade Center Memorial will not be completed in time for the 10-year anniversary of the September 11 terrorist attacks. Ward said the memorial plaza would likely be open temporarily to observe the 10-year commemoration, but would then be closed again for “about a year,” with completion slated for late 2012. Meanwhile, the agency stated that it has completed excavation at the site of Tower 2, and will hand it over to developer Larry Silverstein later this week.
