Vornado Realty Trust has filed an application with the Department of City Planning to rezone the site of the Hotel Pennsylvania, on Seventh Avenue at 33rd Street to allow a skyscraper up to 1,198 feet tall. Vornado said it has not made a final decision about whether or not it wants to demolish the hotel. The rezoning would allow for a single-tenant building of 2.85 million square feet to be built, or a multi-tenant tower of 2.6 million square feet.
