Stuy Town ruling gives Tribeca tenants hope

The ruling that Tishman Speyer must keep Stuyvesant Town and Peter Cooper Village’s apartments rent stabilized since it received the J-51 tax abatement from the city reignited hope for Independence Plaza North tenants in Tribeca, who are fighting a similar battle against their landlord, Laurence Gluck. Gluck also received the J-51 tax abatement for the complex, which lies along Greenwich Street between Duane and North Moore streets, but Gluck said he discontinued the abatement and reimbursed the city for the benefits he received, so he does not owe tenants rent protection. The IPN tenants have fought with Gluck over rent protection in the past, when he removed the complex from the Mitchell-Lama program in 2004. The tenant association negotiated some rent protections that allowed most longtime tenants to stay in their apartments.
