Investor Emil Blank filed plans for a 16-story long-term care facility at 1508 Avenue Z in Sheepshead Bay.

Plans call for a 50,000-square-foot property with 78 residential units. The building would contain 42,600 square feet of residential space and 3,900 square feet of retail space. It would also include 3,100 square feet of community facility space for a medical office on the ground floor and second floor.

The previous owner of the property, Eugene Khody, filed permits to build a seven-story, 45-key hotel at the site in 2013. The property sat empty for almost two years before Blank bought the site in 2015.

The planned structure will be built on a 6,600-square-foot vacant lot near the corner of East 16th Street and Avenue Z. If approved as proposed, the building would be 188 feet tall.

There’s not much information about Blank. Aside from the Avenue Z property, the only other New York City property he owns is a two-story home at 145 Amherst Street, according to property records.

Citiscape Consulting, which filed the permit application on behalf of Blank, refused to comment.
