However, financial incentives tied to the deal will only be activated once retail development begins, said Amy McEwan, Northbrook’s director of development and planning services.

“We safeguarded the agreement, ensuring developers must lease at least 50 percent of retail space before accessing incentives,” said village president Kathryn Ciesla.
