Lavin to mayor: Fix Chicago City Council stalemate over zoning chair

Chicagoland Chamber of Commerce chair is urging Brandon Johnson to seek a compromise with council

Chicago’s commercial development pipeline is facing a significant bottleneck as a City Council stalemate over the Zoning Committee chairmanship remains unresolved. 

The legislative impasse effectively halted progress on more than 40 major development projects across the city, according to Chicagoland Chamber of Commerce President Jack Lavin, who is calling for an immediate resolution to the conflict. According to the Chicago Sun-Times, Lavin warned that the continued lack of leadership is jeopardizing the city’s reputation with global investors and developers.

Acting Zoning Committee Chair Bennett Lawson demanded that his position be made permanent in November, including full control over committee staffing. Lawson previously issued an ultimatum stating he would cease performing the time-consuming role without the necessary administrative authority.

The demand led to a lack of committee activity prior to last week’s City Council session, including no meeting held in January, leaving at least 41 zoning applications in legislative limbo. The backlog includes critical approvals for office-to-residential conversions and large-scale mixed-use developments, according to the outlet. 

Among the high-profile projects affected is a landmark designation required by Chicago-based developer Golub & Company for its project at 30 North LaSalle Street. The designation is essential for the firm to qualify for a $47.2 million tax break needed to convert the 44-story office tower into 349 apartments.

While the developer already secured a $57 million tax increment financing subsidy, the project cannot move forward without the additional tax relief, according to the outlet. 

Lavin characterized the political deadlock as untenable, particularly given the current challenges in the broader business and financing environment. He noted that the delay sends a negative signal regarding Chicago’s operational efficiency and readiness for new business.

“Time is money,” Lavin told the outlet. “The more we send this message that we’re not open for business, that we can’t get our act together — investors and developers are going to look at the city and they’re going to prioritize their investments elsewhere.”

The struggle for control involves competing interests within the City Council, including members of the Black Caucus who have advocated for Economic Development Chair Gilbert Villegas to lead the committee, according to the publication. Lawson’s attempt to appoint freshman members as vice-chairs has also faced pushback from veteran alderpersons.

The Johnson administration has described the issue as a matter for the City Council to resolve internally rather than through executive intervention. Senior mayoral adviser Jason Lee told the outlet that the council is statutorily required to vote for a chair and currently holds the pending applications.

Lawson told the outlet that he may call a meeting in April, but he remains focused on achieving a long-term resolution to the leadership crisis. He acknowledged that while stalling the committee is detrimental to the city, the lack of consensus within the council necessitates a firm stance.
