Eleven St. Towers wants 100% affordable apartments in Pico-Union

Beverly Hills-based developer plans four-story building with 31 units

Eleven St. Towers aims to build 31 affordable apartments on a vacant lot in Pico-Union.

The Beverly Hills-based developer led by Joseph Golshan has filed plans to build the four-story building at 1604 West 11th Street, Urbanize Los Angeles reported. 

Plans call for a four-story building near 11th Street and Union Avenue with 31 studio and one-bedroom apartments with no on-site parking, according to city documents.

Requested entitlements include density bonus incentives in exchange for deeming every apartment affordable for low- and very low-income tenants.

The project, designed by Metropolis Architecture, aims to mimic the appearance of older buildings within the Pico-Union Historic Preservation Overlay Zone.

It features a light gray stucco building with a shingle mansard roof. The building would have a set of double doors on each floor with small metal balconies above a ground-floor doorway flanked by Doric columns, according to a rendering. 

It’s the latest development from Golshan Properties seeking to build mid-sized affordable apartments buildings across Los Angeles. The developer also wants to construct a 36-unit affordable apartment building in  Broadway-Manchester and a 37-unit affordable complex in Downtown’s South Park, according to Urbanize.

Eleven St. Towers was founded in January last year by Golshan, according to state business records, a Beverly Hills resident who owns an apparel manufacturing company based at the same address. His Golshan Properties is based in Westwood.
