RAFA LA Development wants to build a 32-unit apartment building in Pasadena.
The locally based developer led by Ramzi Mazloum has filed plans to build a three-story complex at 810 North Marengo Avenue, Urbanize Los Angeles reported. It would replace a vacant lot.
Plans call for 32 apartments above a single-level underground parking garage a half block north of Orange Grove Boulevard.
The third-acre property, which once contained a three-bedroom, 1,200-square-foot home built in 1901, was purchased in 2015 for $1.2 million, according to Zillow and Realtor.com.
The developer seeks a density bonus to build a larger building than zoning rules allow in exchange for four affordable apartments set aside for very low-income households.
The project, designed by Pasadena-based BOLADarck, includes a lime green and white building with gray trim and inset balconies, with a stone facade on its ground floor, according to a rendering.
The complex, to include an interior courtyard with a “water feature” and planters, will preserve a mature oak tree as its central focus, according to a city staff report.
The project is presented for a concept design review, and would be subject to final review at a later date, according to Urbanize.
