Six-story proposal marks the developer’s largest residential project in years

David Pourbaba, CEO and founder of 4D Development and Investment, has applied for a permit to build a six-story, mixed-use complex in the Beverly Grove section of Los Angeles, city documents show.

The building will consist of 90 residential units, 15 percent of which will be affordable, according to Dustin Pourbaba, the developer’s project manager and son. The project also includes 16,000 square feet of ground-floor commercial space, the filing shows. The building would include parking for 68 cars.

The complex, located at 8251 West Melrose Avenue, will include 68 one-bedroom apartments and 22 two-bedroom units. A three-story commercial building on the site would be demolished to enable the project.

“The project sits above one level of neighborhood-friendly commercial space with ample parking, and we’ve included a rooftop deck overlooking the Hollywood Hills for tenants to enjoy,” Dustin Pourbaba told TRD.

4D focuses on ground-up construction projects, ranging from multifamily and commercial to retail and industrial buildings. The West Hollywood applications were through affiliated entities Tova LLC and Melrose Harper LLC. 

David Pourbaba has been one of the most active developers in L.A.’s West Adams and Koreatown neighborhoods in the past, at times proposing several projects a year. 4D Development’s most recently completed project is located at 5181 Adams Boulevard near La Brea Avenue, where it expanded a project in 2019 from originally planned 72 units to 115 units.

Since 2019, his development pace has slowed to a total of two projects that have been approved, according to 4D.

One of these buildings, located at 1157 South Hoover Street, has been built with a total of 48 units.
