Affirmed Housing Group will build a 95-unit affordable housing complex in unincorporated Los Angeles County south of Arcadia.

The San Diego-based affordable housing developer led by James Silverwood will break ground this year on the six-story complex at 4217 East Live Oak Avenue, in Mayflower Village, Urbanize Los Angeles reported. It would replace a vacant lot.

The $50 million development, dubbed Elara, will include 95 studio, one- and two-bedroom apartments with parking spots for 23 cars.

The white, Mediterranean-style building will be affordable for low- and very low-income households, according to a project website.

Solari Enterprises, Kingdom Service Providers and The People Concern are also attached to the project, which will be financed by public sources and private financing through Banner Bank and Redstone Equity Partners, according to an outreach presentation.

Completion of the building is expected in early 2028.

Mayflower Village is a small Census-designated tract with a population of about 5,400, according to the 2020 Census. It is wedged between Arcadia, North El Monte and Irwindale in the San Gabriel Valley.

Affirmed Housing Group, founded in 1992 by Silverwood, has built 70 affordable housing complexes for families, seniors and veterans across California, according to its website, including supportive housing.

The developer has another 18 more affordable apartment complexes in the pipeline, according to Affordable Housing Finance.
