Developer Thomas “Tommy” Beadel has a new pitch for the city of Los Angeles: develop a five-story, 100 percent affordable housing project in Studio City.
That’s according to Los Angeles City Planning documents filed earlier this month, which were first reported by Urbanize Los Angeles. The proposed project, located at 12432-12446 West Moorpark Street, would offer 102 two-bedroom units, according to the application filed with the city.
Los Angeles Mayor Karen Bass’ expedited permit process program, Executive Directive 1, would move the project through the approvals process. ED1 rolled out in late 2022 to fast-track the creation of shelters and fully affordable housing projects, allowing multifamily developers in the city to get their projects off the ground.
The directive was most recently revised in July to include existing tenant protections and environmental parameters in industrial or fire hazard areas.
The project would allocate 20 percent of its units for moderate-income households, while the remainder would be for low-income residents, according to the project filing. Due to the proposed project’s proximity to public transportation, it is not required to offer resident parking.
Beadel’s project would also include bike storage, along with a courtyard, roof deck and other open space totaling 6,375 square feet, according to city documents.
The developer has tapped Stockton Architects for the project.
Studio City is one of several affordable housing projects utilizing ED1 that Beadel is juggling.
He’s also overseeing a four-story project at 2245 South Amherst Avenue in Sawtelle that has pitched 38 one-bedroom units for low-income residents. Additional projects are located in North Hollywood and Mar Vista.
