A new affordable housing building could be coming to Del Rey, taking the place of a site with five apartments across two one-story buildings. 

Property owners Mike and Denise Stern have filed an application with the Los Angeles Department of City Planning to demolish two small residential buildings at 11907 West Culver Boulevard and build a new five-story building consisting entirely of affordable units, Urbanize Los Angeles reported. 

The 100 percent affordable building would feature 57 studio and one-bedroom apartments without parking for residents. One apartment would be reserved as a manager’s unit. 

Because the building would consist entirely of affordable units, the development is able to take advantage of Executive Directive 1, which streamlines and expedites the approval process for such projects across Los Angeles County. The building would be open to low- and moderate-income renters, defined in L.A. County as making a maximum of between $84,850 and $89,550 annually for one person. 

Metropolis Architecture is designing the project. The firm provided designs for another entirely affordable building of 279 units at 10808 West Santa Monica Boulevard about 5 miles north in West Los Angeles.

The Culver Boulevard development would be the latest five-story structure to rise in the area. In 2022, construction was completed on a mixed-use development from 4460 Inglewood, LLC at 4460 Inglewood Boulevard, located on the opposite end of the residential block. 

In Del Rey’s neighboring Marina del Rey, residents will eventually be able to move into the seaside community’s first-ever entirely affordable housing building

Last month, the Los Angeles County Board of Supervisors approved an agreement with Mercy Housing Corporation to develop a 90,000-square-foot parking lot at 4206 Admiralty Way in Marina del Rey into a 100-percent affordable building. Those units will be reserved for moderate-, low- and very low-income households, or a maximum annual income of between $59,000 and $89,550 for one person. 

The state has mandated that Los Angeles must build more than 456,000 new homes by 2029, including 185,000 set aside for affordable housing, Spectrum News reported.
