LA County ups subsidy for Boyle Heights affordable resi project

Approved $6M No Place Like Home funding for A Community of Friends development

A proposed affordable housing project in Boyle Heights got a financial boost from the county. 

The Los Angeles County Board of Supervisors approved more than $5.9 million in funding for A Community of Friends’ proposed Estrella Azul development at 2201 East First Street, Urbanize Los Angeles reported

The nearly $6 million injection of No Place Like Home Program funds will contribute to the construction of the multifamily property next to Las Palomas Hotel.

Estrella Azul, designed by Koning Eizenberg Architecture, is slated to rise four stories and feature 80 apartments as well as supportive services. The development is expected to serve a combination of low-, very low- and extremely low-income households, defined in Los Angeles County as making between $31,850 and $84,850 annually for one person or $45,450 and $121,150 for a household of four. 

A Community of Friends’ plans for the site were approved in 2021. The cost of the project is estimated at $60.9 million. Amenities will include on-site laundry, a community room, a fitness room, a computer lab, barbecue grills, a dog run, a conference room and space for on-site supportive services such as case management offices. 

Estrella Azul would be the latest affordable and supportive housing project to open nearby. 

Similar developments include East Los Angeles Community Corporation’s Cielito Lindo Apartments buildings at 2409 and 2427 East First Street, the Las Margaritas Apartments at 137 North Soto Street, the Las Mariposas Apartments at 319 North Fickett Street and the Las Mariposas Apartments at 2537 East Third Street. 

East Los Angeles Community Corporation is also in development for the Los Lirios Apartments at First and Soto Streets, a few blocks east on First Street from the Estrella Azul site. 

A Community of Friends operates affordable and supportive housing projects across Greater Los Angeles. Besides its forthcoming Boyle Heights project, the nonprofit also has properties like the Amistad Apartments in Lincoln Heights and La Primavera Apartments in South Park. The firm is also in development on six other projects across Los Angeles County.
