HVN plots latest Mar Vista affordable housing development

Two one-story apartment buildings in Mar Vista could give way to an affordable housing complex. 

HVN Development filed an application with the Los Angeles Department of City Planning to clear the two buildings to construct a five-story building with 81 one-bedroom apartments at 11848 Venice Boulevard, Urbanize Los Angeles reported

The intended income levels for residents have not been disclosed, though past HVN developments have targeted low- and moderate-income renters. In providing affordable housing, the developer would be able to take advantage of incentives through the Citywide Housing Incentive Program, which would allow HVN to build larger than what zoning rules allow. 

It isn’t HVN’s only project in Mar Vista in the works. Last year, the Irvine-based developer filed an application to build a five-story building with 49 studio, one- and two-bedroom apartments at 3608 Centinela Avenue. That project, like 11848 Venice Boulevard, would not have parking on-site. 

HVN is pursuing affordable housing projects across Los Angeles County, including some fully affordable efforts that would allow the developer to take advantage of Executive Directive 1, which allows for expedited approvals for 100 percent affordable projects. 

In Toluca Lake, HVN is moving forward with fully affordable residences at 10953 Whipple Street. The firm secured approvals to build a five-story residential building with 91 one- and two-bedroom units with no parking on site. In order to qualify for faster approvals under ED1, the apartments must be restricted to low- and moderate-income households.

Elsewhere in the San Fernando Valley, HVN has received permits for an affordable housing project at 11218 West Califa Street in North Hollywood consisting of a five-story building boasting 76 units. 

The firm is also plotting another five-story building in North Hollywood, at 5151 Denny Avenue, which would have 80 two-bedroom apartments open to moderate-, low- and very-low-income households. HVN is also planning 67 units of affordable housing at 5655 West Lexington Avenue in Hollywood, which would require demolishing two 3,200-square-foot single-family homes at the 15,000-square-foot site and building a five-story complex for extremely-low-income to moderate-income households.  — Chris Malone Méndez
