Los Angeles officials have given the green light to a developer’s plans to redevelop a parking lot in Tarzana into housing.
The Los Angeles City Planning Commission signed off on entitlements requested by Nasser Matloob of Tarzana Collection for its planned multifamily project at 19333 Ventura Boulevard, Urbanize Los Angeles reported. The site is tucked between Ventura Boulevard and the U.S. 101 freeway.
Tarzana Collection’s proposal calls for the construction of a six-story residential building featuring 46 studio, one-, two- and three-bedroom apartments above roughly 2,500 square feet of ground-floor retail and parking for 14 vehicles.
Entitlements for the project, now approved by the city Planning Commission, include density bonus incentives that will allow the developer to build larger than normally allowed by city zoning laws. As part of that agreement, the building will include six affordable apartments for rent at the very-low-income level, defined in Los Angeles County as an annual maximum of $53,000 for a one-person household.
Matloob originally submitted plans in 2023 for a four-story, 70-unit apartment complex at the site but withdrew that proposal shortly thereafter. That proposed development called for replacing a motel, a small office building and a restaurant. Last year, the developer filed revised plans for 46 apartments above approximately 2,700 square feet of ground-floor commercial space and parking for 38 vehicles. Now, the Planning Commission has gien a thumbs-up to a slightly scaled-down version of that plan with less retail and parking space.
Kevin Tsai Architecture is designing the podium-style building, which is slated to include multiple amenity decks for residents. Apartments would come complete with exterior balconies and vertical windows.
Tarzana Collection, a limited liability company, was founded in 2017 in the same office as Matson Commercial, run by Jason Matloob, according to state business records. A timeline for construction has not yet been confirmed. — Chris Malone Méndez
