Old houses near Pasadena metro line slated for multifamily redevelopment

Demolishing two single-family homes for mixed-income apartments to put city 40 units closer to its state-mandated housing target

Two single-family homes in Pasadena are poised to be demolished to make way for multifamily housing. 

TJ Unity LLC and architect Steven Chen filed plans to construct a four-story building with 40 apartments at 1045-1055 Locust Street, Urbanize Los Angeles reported. The developer’s identity is hidden behind an LLC linked in state records to a UPS Store mailbox in South Pasadena. 

The development near the Interstate 210 freeway and Lake Station on the Metro A Line would have a mix of one-, two- and three-bedroom apartments in a 57,000-square-foot building with subterranean parking for 60 vehicles, Pasadena Now reported. Plans also call for 10 amenity spaces that could later be converted to apartments under state law regarding accessory dwelling units within multifamily residential buildings.  

TJ Unity plans to designate six of the units as housing for very-low-income and moderate-income households. In exchange for the affordable housing, the developer would be allowed to bump up the permitted unit count. The base number of units allowed there is 20, and the project proposes to double that with 20 density bonus units. 

The developer plans to demolish two single-family homes dating to 1922 and 1939. A historic resource evaluation is required to determine whether those homes are eligible for landmark designation, potentially sidelining the wrecking ball. 

The Pasadena Design Commission will discuss the matter Tuesday and provide early, non-binding feedback to TJ Unity on details including the use of state density bonus laws. A formal concept design review phase would be the development’s next bit of red tape. A final vote has not yet been scheduled. 

LSJ Development is also in the Pasadena Design Commission process to turn four single-family homes, at 1062 and 1072 East Villa Street and 445 and 459 North Wilson Avenue, into a three-story building with 22 three-bedroom apartments. 

Other housing projects are poised to rise near the Lake Metro station. Condominiums at 83 North Lake Avenue are under construction, as is a mixed-use housing complex at 490 North Lake Avenue, according to Urbanize.

Under its state-mandated housing goals, Pasadena must plan for 9,429 new residential units by 2029.— Chris Malone Méndez
