Developer Al Leibovic is planning a multifamily development for a parcel in North Hills next to one he built over the past decade.
The health care executive filed a new application with the Los Angeles Department of City Planning to replace an existing commercial building at 15242 Parthenia Street with a seven-story building containing 85 apartments, Urbanize Los Angeles reported. Parking for 139 vehicles is also planned for the site.
As part of the application, Leibovic aims to designate 14 of the units as affordable, making the project eligible for density bonus incentives to build larger than typically allowed by zoning laws. The building, designed by Maly Architects, would consist of a mix of one-, two- and three-bedroom floor plans complete with a rooftop deck on top.
Leibovic has been active with multifamily development on this block of Parthenia Street. A decade ago, the health care mogul advanced plans for 75 units across 15230 and 15248 Parthenia Street, up from a 2014 proposal calling for 41 units, The Real Deal reported in 2016. The 15230 Parthenia Street site has since become a multifamily building rising five stories with 41 units, according to the Housing Authority of the County of Los Angeles. The proposed 85-unit project at 15242 Parthenia would be on the parcel next door.
The latest targeted site is near another planned mixed-income housing project at 15302 Rayen Street, where Abbey Road is planning to build 64 units, as well as other affordable housing developments in North Hills’ Sepulveda corridor that have sprouted up in recent years, according to Urbanize. Leibovic and Maly Architects are pursuing similar projects across the San Fernando Valley.
Also on Parthenia Street, developer Lior Mandelbaum submitted plans last month to the Los Angeles Department of City Planning for 16 new townhomes at 17545 Parthenia Street in Northridge, roughly three miles west of Leibovic’s proposed development site. — Chris Malone Méndez
