Roger Gamblin, the owner of Flagler Title Co. who disappeared in May, had overseen the stark decline of his West Palm Beach business in the months before he vanished. Closings at Flagler Title declined monthly, dropping form an average of more than 100 per month to just 27 in April. Flagler closed four of its seven offices — in Wellington, Port St. Lucie, Palm Beach Gardens and Boynton Beach. It slashed its workforce from 85 to 33 and cut the commissions of marketing representatives. State records show 350 Florida title agencies have shut down since January.
