Miami-Dade commissioners approved a plan to build and run a $342 million train between Miami International Airport and a new rental-car center and transit hub. The project is $30 million more than its original budget, so the airport expects to receive state grants set aside for other projects and is asking rental-car companies to pay $15 million.
