West Palm Beach’s MerryPlace project, a development designed to bring city workers, firefighters and teachers into the city, remains stalled. The West Palm Beach Housing Authority is building MerryPlace with the city. Only 12 buyers are lined up for 52 condo units, which have yet to be built. On hold are plans for 47 townhouses and more than a dozen single-family homes.
