Judge balks on stadium ruling

Miami-Dade Circuit Court Judge Jeri Beth Cohen issued a surprise announcement that she would not address the use of special property tax revenues as part of the lawsuit brought by auto dealer Norman Braman to block a mega plan for development, centered on the new baseball stadium for the Florida Marlins.
