Merrill Lynch has ended talks with the Port Authority and developer Larry Silverstein about moving to the World Trade Center, at a time when the project has no private tenants and is years behind schedule. Merrill, which has been battered by the subprime crisis, occupies 2.6 million square feet at the nearby World Financial Center, where its lease is up in 2013. The firm has resumed negotiations with landlord Brookfield Properties. It had been negotiating for Tower 3.
