The West Kendall Community Council approved a motion to send plans for Parkland — the massive residential project proposed for farmland near Everglades National Park — on to state regulators for review. This marks the first step in a lengthy approval process that is ultimately decided in a vote by the Miami-Dade County Commission. The proposal for a new suburb of about 19,000 people requires the expansion of the Urban Development Boundary, which limits large-scale development from sprawling onto the outer edges of the county.
