Brickell Avenue area business owner Gustavo Molina claims the Miami
Downtown Development Authority (DDA) was created illegally 43 years
ago, and is suing to dismantle the group. He said the authority’s
ability to levy taxes, which raised $10 million last year, was never
approved by residents. The suit
seeks class action status and the return of past taxes. City officials
did not comment immediately on the suit.
