Miami-Dade Mayor Carlos Alvarez took his State of the County address as an opportunity to push for a new Marlins baseball stadium, despite what he calls the bleakest economy in our lifetime. In a slumping economy, he said it’s time to put people to work. The Port of Miami tunnel and the stadium are two projects that would create jobs, Alvarez said.
