Sprawl curb rule planned

A state planning rule known as transportation concurrency, which required developers to provide ample road or other transportation capacity before new development can take place, has promoted sprawl, the opposite of its intended effect, critics say. A bill that would remove some densely settled areas from that regulation’s scope was approved by the state Senate Transportation Committee and will help manage growth better, advocates say.
