Tourism kept falling in South Florida in January, despite new hotels and a college football championship that drew thousands of fans. Officials said it is the worst travel market since the September 2001 terrorist attacks. Smith Travel Research reported that hotels are cutting rates but still can’t fill beds. Revenue per room dropped at its fastest rate in three years, sliding 16 percent in Miami-Dade County and 14 percent in Broward County.
