Miami megaplan stalls

A $3 billion plan to revitalize Miami’s downtown has stalled, 15 months after the initiative started with high hopes. Votes scheduled in the next several weeks will determine the future of the overall plan, as well as the fate of attempts to fund a $639 million baseball stadium in the Little Havana neighborhood for the Florida Marlins. A vote next week on expanding Community Redevelopment Agency district boundaries will begin the process. Both the city and Miami-Dade County will have to vote on key components of the ambitious new urban blueprint.
