The state Department of Transportation wants new firms to bid on the $1 billion Port of Miami tunnel project to replace a consortium headed by French construction giant Bouygues Travaux Publics. That bid was scrapped after the state put the brakes on the deal, and delayed the project from a 2012 completion target date to 2015 or 2016. Governor Charlie Crist said the project could also qualify for federal stimulus money.
