City officials held a party for the new city hall and library complex downtown, highlighting City Center plaza for grand opening celebrations. The five-year, $154 million City Center project came in under budget, one reason the city finance department could be part of the municipal staff parade and walk with a smile. Mayor Lois Frankel called the project an investment in the city’s future.
