The state Department of Community Affairs remains deluged with requests to change land use designations as builders eye a post-crash market. Developers are trying to get changes through in advance of a hometown democracy amendment supporters are trying to put on the 2010 ballot, which would change the influence communities have over the way land is used. Since 2007, the department has fielded 410,126 acres of proposed new projects, with a potential for 630,965 new homes and 479.5 million square feet of non-residential space.
