The city of Boynton Beach is readying a foreclosure lawsuit against a popular restaurant for code enforcement violations, a rare instance of the foreclosure process being used for reasons beside mortgage woes. Ralph & Rosie’s on Federal Highway, which earned distinction at the Delray Beach Garlic Festival, owes almost $300,000 on code enforcement liens. None involve health concerns.
