An investor group listed as Biscayne Arts LLC, Brickell North Investments Inc. and Miami Proarts II Inc. is waiting for a Miami City Commission vote on its plans for a two-tower residential, hotel and retail complex in downtown Miami, but only after the market revives. If it gets a two-year special use permit, the group said it will have time to complete its planned complex, comprised of one 603-foot tower facing Biscayne, which would have to 261 residential units and 289 hotel rooms; a second, 543-foot second tower would face Northeast Second Avenue is to have another 358 residences.
