Neighbors frustrated with delinquent owners

Delinquent condo owners still use units on which they aren’t paying upkeep, and their more financially responsible neighbors are furious. Miami Beach resident Rosa Mendoza says she fantasizes about untying the sailboat her foreclosed neighbor — who bought a second home and lives there full time — from the dock at her condo’s marina. Many condo owners must shoulder the financial burden when foreclosed owners stop paying their association fees, and the legal system does little to help.
