House buyers here have more room to bargain than anywhere else in the country. A report by Zillow.com shows that 14 of the 25 cities with the biggest median discounts are in Florida, with Vero Beach as the most flexible place for pricing. Buyers in August negotiated an average discount of 10.2 percent, well above the national average of 3.3 percent. Deals in Sarasota had an average 8.2 percent discount, Naples a 7.8 percent cut and Daytona Beach a 7.5 percent discount.
