Development proposal takes aim at rundown Wellington nabes

Wellington’s rundown neighborhoods featuring rental homes could see a
massive overhaul if a new proposal comes into effect. The plan of the
Neighborhood Residential Renaissance Overlay Zoning District would help
developers buy small adjacent properties to rebuild homes on the land,
and perhaps retail properties. The district, which will be considered in
November by the Village Council, is intended to help Wellington’s
