Loan mistake stalling WPB home repairs

Milton Gaddy is one of a number of low-income West Palm Beach residents
who were hurt by the city’s federal grant snafu, and now a number
of homeowners — many of whom thought they were on their way to seeing
home improvements like insulation to repair damage from Hurricane Wilma —
are still waiting. “It’s terrible,” said Gaddy, who was expecting new
insulation for a home that is too expensive to heat normally. There were
16 homeowners in the city who lost their potential improvements after
the city lost a $3.3 million federal grant when
it didn’t follow federal requirements
. West Palm Beach now has to
pay the $780,000 it spent repairing the first 16 homes on the list out of
