City of Goodyear seeks “qualified master developers” for 58-acre parcel

Goodyear Officials Seek Developer for Ballpark Development

A patch of bare desert surrounding a ballpark in the Phoenix could transform into a new retail and entertainment development. 

The City of Goodyear is on the hunt for developers to build a mixed-use development next to Goodyear Ballpark, the Phoenix Business Journal reported

The municipality is seeking proposals from “qualified master developers” to transform approximately 58 acres of city-owned land surrounding the ballpark. Currently, the acreage is empty land. 

The request for proposals includes four retail spaces attached to the ballpark. The park brings in about 350,000 visitors annually, per the Business Journal.

The Goodyear Ballpack is one of the city’s notable tourist attractions. The Cleveland Guardians and Cincinnati Reds come into town every year to hold their spring training on the field. Phoenix’s Major League Baseball team, the Arizona Diamondbacks, play at Chase Field in Phoenix. 

In reimagining the area around Goodyear Ballpack, the city is looking for a one-of-a-kind proposal that “enhances the city’s economic vitality and community appeal,” according to the Business Journal. 

Aside from the Goodyear Ballpark, the Phoenix suburb has other developments in the works to attract more out-of-towners. The state’s first-ever Buc-ee’s gas-and-retail emporium is under construction on Bullard Avenue south of the I-10 freeway, for example. 

Meanwhile, a new downtown core known as GSQ is in the works from RED Development and Globe Corporation. In total, GSQ will span more than 150 acres north of I-10 at McDowell Road and 150th Drive. 

In 2022, development on Goodyear’s city hall and attached public library, a small park and a three-story office were completed as part of Civic Square at GSQ, the first development phase of the city’s downtown. The second phase includes a retail center that includes national brands like Nordstrom Rack and the first Trader Joe’s location in the West Salt River Valley as well as restaurants and other shopping options. 

Overall, the city has seen a spike in residential growth in recent years, ballooning from 97,814 in 2020 to 118,186 last year, according to the Business Journal. 

Questions related to the request for proposals are due Oct. 27. Proposals are due to the city Jan. 27, 2026.
