Second Avenue subway line in doubt again

A state board approved Wednesday a $21.1 billion plan for the Metropolitan Transportation Authority. But the Capital Program Review Board’s vote gives only $2.5 billion for three main projects in the city: the Second Avenue subway line, a Long Island Rail Road connection to Grand Central Terminal, and a Kennedy Airport rail link to Downtown.
