The city may withhold certificates of occupancy from the owners of 72 condos in Bedford Stuyvesant because of concerns about the developer. The city Department of Buildings has raised questions about the way the condos’ developer got approval to put up a group of five nine-story buildings that are at least twice as high as nearby homes.
