A man who helped rebuild the World Trade Center after the 1993 bombing was appointed Tuesday to oversee the construction of the trade center’s memorial. William H. Goldstein, president and CEO of the city’s School Construction Authority for the past three years, will be the executive vice president of construction for the World Trade Center Memorial Foundation, the nonprofit charged with raising the $490 million needed for the memorial as well as with the building and operating of it.
