Mayor may have been pushing negotiations

In his State of the City address Thursday, Mayor Bloomberg blasted the current pace of redevelopment at Ground Zero. But what he really may have been doing was promoting a plan that World Trade Center developer Larry Silverstein and the Port Authority have been secretly negotiating over the future of the site.
