Tiny Bayswater site of downzone drama

The tiny neighborhood of Bayswater at the southeastern boundary of New York City is undergoing its own drama surrounding development — or, as some longtime residents there put it, overdevelopment. By April 5, the city Planning Commission plans to vote on whether to downzone Bayswater.
