The New York City Housing Authority, the landlord to more than 400,000 poorer New Yorkers, is proposing charging tenants for certain services to help close a $168 million budget shortfall. The authority has proposed charging tenants, for instance, $5.75 a month to run a washing machine and $5 a month to operate a dishwasher.
