With less than a week left before Gov. Pataki’s deadline for negotiations over Ground Zero, a rail link to Midtown from New Jersey has emerged as a major point in the possible final agreement between World Trade Center site leaseholder Larry Silverstein and the Port Authority, which owns the site.
