Spitzer calls ESDC “largely ineffective”

Gubernatorial frontrunner Eliot Spitzer unveiled on Tuesday a plan to revitalize New York City’s poorest neighborhoods through brownfield development, minority-owned business promotion, and the relocation of large anchor stores and companies into urban areas.
