Landlord called “Harlem’s worst”

Tenants are calling Ihay Zinner “Harlem’s worst landlord,” saying his buildings are infested with rodents and cockroaches, and that rusted pipes and holes in walls and ceilings go untended. Some residents in Zinner’s buildings say they have not had heat in their apartments most of this winter.
