Bloomberg unveils ‘sustainable’ plan

Mayor Bloomberg announced details of his administration’s long-term plan for the city. Bloomberg said the plan is meant to help the city grow into a “sustainable, 21st century city.” The plan calls for adding congestion pricing to cars entering Manhattan below 86th street; the creation of a financing authority to help complete major city projects; and making buildings more environmentally friendly. One aspect of the proposal would result in the creation of platforms above rail yards and highways to open up land for housing.
