Bloomberg unveils ‘sustainable’ plan

Mayor Bloomberg announced details of his administration’s long-term plan for the city. Bloomberg said the plan is meant to help the city grow into a “sustainable, 21st century city.” The plan calls for adding congestion pricing to cars entering Manhattan below 86th street; the creation of a financing authority to help complete major city projects; and making buildings more environmentally friendly. One aspect of the proposal would result in the creation of platforms above rail yards and highways to open up land for housing. Most parts of the plan will require state approval and are likely to face significant hurdles in Albany. more [NYT]
