A New York Fire Department investigation will determine if a malfunctioning pipe at the burning Deutsche Bank building poured water into its basement Saturday. An investigator says no water made it above the fifth floor. The seven-alarm fire killed two firefighters. Firefighters carried hoses up the building, which was being dismantled after the collapsing World Trade Center damaged it on 9/11. Plywood and plastic sheets, designed to keep contaminants in, fueled the fire by allowing air to suck in and fan the flames. The federal Occupational Safety and Health Administration said it cited subcontractor John Galt Corporation for 20 serious violations.
