Business owners along Second Avenue between 91st and 96th streets say
the sidewalks have been cut in half by guardrails and barriers, keeping
customers away. Shop owners say they want the M.T.A., which is building
the $3.8 billion subway, to offset their losses. “Eventually, the
Second Avenue subway will bring extra traffic to these businesses, but
if they can’t survive the construction period then we haven’t done our
jobs,” said Assemblyman Jonathan Bing.
